
In a continued effort to promote inclusive and participatory governance, the Municipality of Leon, in collaboration with the Department of the Interior and Local Government (DILG), conducted the Retooled Community Support Program (RCSP) Serbisyo Caravan: Ugnayan sa Barangay on June 20, 2025 at Barangay Apian, serving the residents of both Barangay Apian and Barangay Coyugan Norte.
The Serbisyo Caravan served as a vital platform for the delivery of basic government services, direct engagement with grassroots communities, and consultation with barangay officials and residents on pressing local issues and development priorities.
Participating agencies and services rendered:
- Municipal Nutrition Council – Distribution of supplements to mother, children, pregnant women, teenagers and kids’, malnutrition assessment and Distribution of Information, Education, and Communication (IEC) materials
- Municipal Health Office – Medical interview, consultation/check-up, distribution of vitamins and contraceptives, etc.
- Municipal Civil Registrar – Assistance with National ID regictration, IEC on Civil Registration (Births, Marriage and Deaths) request for PSA documents (birth, marriage, death and CENOMAR)
- Municipal Treasurer’s Office – Issuance of Cedula and Real Property Tax, Transfer of Livestock Ownership, Tax Amnesty Campaign and Inquiries on New Businesses Registration
- Municipal Agriculture Office – Distribution of Seeds, EC on agricultural insurance and Registry System for Basic Sectors in Agriculture (RSBSA)
- Municipal Social Welfare & Development – Consultation on Eligibility for Financial Assistance, Distribution of IEC materials
- Public Employment Service Office – Job placement services, IEC on skills training for OFW families
- MDRRMO – Information Drive/ Distribution of IEC Materials
- Department of Education – Information Drive on Alternative Learning System & Other related programs, distribution of IEC materials
- Philippine Army – medical consultation & optical services, free hair-cut and IEC on peace and security
- Barangay BHW & BNS – Vital signs check, weighing, and blood pressure monitoring
The event was actively supported by various local and national stakeholders. Key participants included: RCSP Focal Person, PEMS Steve Barte of the PNP, and Capt. Emmanuel Tactay Civic-Military Operations Officer. Mrs. Emmy Marie Nedula, MLGOO-Leon; LGOO II Stephen Aguason, and Mrs. Mary Jean Calambro, Administrative Assistant V from the Office of Municipal Planning & Dev’t. Coordinator.
It was followed by a workshop on issue identification, where barangay representatives outlined primary and secondary issues and concerns, proposed interventions, and identified responsible agencies. This collaborative activity concluded with the presentation of outputs from each barangay, reflecting their collective aspirations and immediate needs.
